Garcia fraudulently posed as a licensed nurse to gain access to patients and carry out predatory acts while on the job. This legal action seeks accountability not only for Garcia but for Carbon Health, who allowed this sexual abuse to happen.
A Pattern of Abuse—and Institutional Failure
On March 24, 2025, Ramon Garcia pleaded guilty to an additional charge of aggravated sexual assault. He was recently sentenced to 5-10 years in prison with 3 years of probation for his crimes against multiple victims—patients who placed their trust in a medical provider and were instead met with manipulation, inappropriate touching, and, in some cases, invasive and unauthorized procedures.
Evidence gathered during the investigation has revealed at least 18 victims so far, and police believe more may still come forward. Garcia’s pattern of behavior included performing pelvic exams he was not trained or authorized to conduct, making sexually suggestive comments, and allegedly taking photos or videos without consent.
But this isn’t just about one man. The civil lawsuit alleges that Carbon Health failed to properly supervise, train, or monitor its staff, allowing Garcia to exploit the system and repeatedly prey on vulnerable women. Despite having no nursing license or qualifications to perform medical exams, Garcia was granted unsupervised access to patients and exam rooms across multiple Carbon Health facilities.

While the criminal justice system can punish perpetrators like Garcia, it often falls short of delivering full justice to survivors. Civil litigation gives victims the power to hold institutions accountable—to demand change, expose systemic failures, and prevent future abuse.

The lawsuit claims that Carbon Health’s lack of oversight created a dangerous environment where Garcia was able to pose as a medical professional, instruct patients to undress, and conduct exams without any legitimate medical basis. In many cases, these victims believed they were undergoing routine procedures—only to discover later that they had been violated.
